Z alternativ je hloub\u011bji propracov\u00e1na a v 3D modelu prezentov\u00e1na objemov\u011b nejkapacitn\u011bj\u0161\u00ed<\/p>\n<p>B-velk\u00e1, kter\u00e1 m\u00e1 b\u00fdt podkladem pro \u00fazemn\u00ed pl\u00e1n. IPR ukazuje, \u017ee doba nekoordinovan\u00e9ho politick\u00e9ho podnik\u00e1n\u00ed a slu\u017eb\u011b investor\u016fm skon\u010dila a nahradila ji koncepce, kter\u00e1 spekulativn\u00ed urbanizmus prezentuje jako modern\u00ed urbanistickou vizi m\u011bsta. Pl\u00e1novan\u00e1 z\u00e1stavba Letn\u00e9 a Dejvic, vyu\u017e\u00edv\u00e1 dopravn\u00ed otev\u0159en\u00ed automobilov\u00fdm tunelem Blanka, kter\u00e1 nen\u00ed v prv\u00e9 \u0159ad\u011b jen \u0161patn\u00fdm dopravn\u00edm \u0159e\u0161en\u00edm, ale p\u0159edev\u0161\u00edm nab\u00eddkou k z\u00e1stavb\u011b \u00fazem\u00ed.<\/p>\n<p>Ud\u011blat bulv\u00e1r z ulice Milady Hor\u00e1kov\u00e9: To je te\u010f posledn\u00ed stavebn\u00ed vize v Praze 6 a 7. Po letech spor\u016f o jednotliv\u00e9 stavby: o \u00fa\u0159ad Druh\u00fd Molochov, o N\u00e1rodn\u00ed knihovnu, o N\u00e1rodn\u00ed fotbalov\u00fd stadion s kapacitou pro mu\u017estvo fotbalov\u00e9 velmoci, o Supermarket. Nyn\u00ed je probl\u00e9m vzat zgruntu a vcelku s n\u00e1lepkou \u201ebulv\u00e1r\u201c. V\u00edce a v\u00edce obestav\u011bn\u00e1 ulice je v pl\u00e1nech dokon\u010den\u00e9 urbanistick\u00e9 studie zakreslena v n\u011bkolika variant\u00e1ch. Postup pl\u00e1nov\u00e1n\u00ed a projedn\u00e1v\u00e1n\u00ed p\u016fjde te\u010f nepochybn\u011b metodou podnikatelsk\u00e9ho urbanizmu. K maxim\u00e1ln\u00edmu zastav\u011bn\u00ed. A co te\u010f s t\u00edm?<\/p>\n<p>Bulv\u00e1r je technick\u00fd a v\u00fdtvarn\u00fd term\u00edn a mo\u017en\u00e1 i spole\u010densk\u00fd jev. Produkt 18. stolet\u00ed, kter\u00fd se uplat\u0148oval po cel\u00e9m sv\u011bt\u011b svou dokonalou formou cel\u00e9 19.stolet\u00ed. Je to nej\u00fa\u010dinn\u011bj\u0161\u00ed vyj\u00e1d\u0159en\u00ed d\u016fle\u017eit\u00e9ho m\u011bstsk\u00e9ho a kontinu\u00e1ln\u011b jednotn\u00e9ho prostoru s n\u011bkolika dal\u0161\u00edmi charakteristick\u00fdmi znaky:<\/p>\n<p>&#8211; um\u00edst\u011bn\u00ed v intenzivn\u011b zastav\u011bn\u00e9m m\u011bstsk\u00e9m \u00fazem\u00ed s ulicemi a s bloky dom\u016f,<\/p>\n<p>&#8211; s pevn\u00fdm vymezen\u00edm uli\u010dn\u00edmi \u010darami a v\u00fdrazn\u011b v\u011bt\u0161\u00edm prostorem ne\u017e postrann\u00ed ulice,<\/p>\n<p>&#8211; s m\u011b\u0159\u00edtkovou i tvarovou podobnost\u00ed dom\u016f. S m\u00edstn\u00edmi odchylkami, jako jsou n\u00e1m\u011bst\u00ed, v\u00fdznamn\u00fd d\u016fm, park, k\u0159i\u017eovatka, p\u0159\u00edrodn\u00ed p\u0159ek\u00e1\u017eka, viadukt a podobn\u011b,<\/p>\n<p>&#8211; s kontinuitou vybaven\u00ed (mal\u00fdmi vzd\u00e1lenostmi vstup\u016f) v parteru dom\u016f, atraktivn\u00edmi provozovnami v p\u0159\u00edzem\u00ed a dostatkem prostoru p\u0159ed domy,<\/p>\n<p>&#8211; se svobodn\u00fdm a m\u00e1lo konfliktn\u00edm pohybem pod\u00e9l i nap\u0159\u00ed\u010d<\/p>\n<p>&#8211; s charakteristick\u00fdm vybaven\u00edm &#8211; soub\u011b\u017en\u00fdmi prvky jako aleje, obslu\u017en\u00e9 vozovky, promen\u00e1dn\u00ed chodn\u00edky, s chodn\u00edky s dostate\u010dnou rezervou v \u0161\u00ed\u0159ce pro ob\u010dasn\u00e9 vyu\u017eit\u00ed, s lavicemi a dal\u0161\u00edm mobili\u00e1\u0159em, jedine\u010dn\u00fdmi sloupy, zna\u010den\u00edm.<\/p>\n<p>Tak zn\u00e1me bulv\u00e1ry z jin\u00fdch m\u011bst. V centru Prahy chyb\u00ed. Pa\u0159\u00ed\u017esk\u00e1 ulice se nepovedla, V\u00e1clavsk\u00e9 n\u00e1m\u011bst\u00ed j\u00edm mo\u017en\u00e1 jednou bude. V Praze jsou jen ulice nebo \u010d\u00e1sti ulic, kter\u00e9 jsou pln\u00e9 \u017eivota a m\u011bstsk\u00fdch aktivit. \u017d\u00e1dn\u00e9 ne\u0161t\u011bst\u00ed to nen\u00ed, je to v\u00fdsledek dosavadn\u00edho zp\u016fsobu v\u00fdstavby m\u011bsta.V hlavn\u00edch pra\u017esk\u00fdch ulic\u00edch je m\u00e1lo m\u00edsta a proto se reguluj\u00ed protich\u016fdn\u00e9 provozy a funkce. Motorov\u00e1 doprava se bu\u010f zpomaluje a omezuje, nebo se naopak akceptuje a p\u011b\u0161\u00ed se odkazuj\u00ed na dan\u00e9 p\u0159echody, podchody, l\u00e1vky a obch\u016fzky. Domy s byty se v kapacitn\u00edch ulic\u00edch snadno m\u011bn\u00ed na nebytov\u00e9.<\/p>\n<p>Bulvariza\u010dn\u00ed potenci\u00e1l ulice Milady Hor\u00e1kov\u00e9 je mo\u017en\u00e1 jen v jej\u00ed d\u00e9lce. Jsou zn\u00e1my meziv\u00e1le\u010dn\u00e9 n\u00e1vrhy severn\u00ed osy Emila Hru\u0161ky nebo Karla Jan\u016f a dal\u0161\u00edch, kter\u00e9 p\u0159edpokl\u00e1daly opu\u0161t\u011bn\u00ed zastaral\u00e9ho historick\u00e9ho j\u00e1dra a jeho postupnou p\u0159estavbu a p\u0159enesen\u00ed m\u011bstsk\u00e9ho \u017eivota do nov\u00e9ho liniov\u00e9ho prostoru. Tyto n\u00e1vrhy odm\u00edtaly jednoduch\u00e9 z\u00e1m\u011bry p\u0159edchoz\u00ed generace stavitel\u016f m\u011bsta s blokovou v\u00fdstavbou, s \u00fazk\u00fdmi ulicemi, regula\u010dn\u00edmi \u010darami, regulovanou v\u00fd\u0161kou, svobodn\u00fdm vyu\u017eit\u00edm parteru a se spekulativn\u00edm d\u011blen\u00edm podle parcel.<\/p>\n<p>Ostatn\u00ed atributy bulv\u00e1ru jsou v ulici Milady Hor\u00e1kov\u00e9 nedosa\u017eiteln\u00e9. P\u0159edev\u0161\u00edm nelze zajistit kontinuitu z\u00e1stavby, nebo\u0165 ani hradebn\u00ed p\u00e1s, ani Letenskou pl\u00e1\u0148, ani zahrady s vilami nelze pova\u017eovat za stavebn\u00ed parcely. Ani Veletr\u017en\u00ed, ani pokra\u010dov\u00e1n\u00ed D\u011blnickou, nelze kontinu\u00e1ln\u011b vybavit v p\u0159\u00edzem\u00edch bez zbour\u00e1n\u00ed v\u011bt\u0161iny dom\u016f. Ani nelze p\u0159estav\u011bt na z\u00e1pad sm\u011b\u0159uj\u00edc\u00ed Pato\u010dkovu.<\/p>\n<p>Krom\u011b toho ani soudob\u00e1 architektura nen\u00ed schopna pod\u0159\u00eddit sv\u016fj osobn\u00ed v\u00fdraz a uspo\u0159\u00e1d\u00e1n\u00ed po\u017eadavk\u016fm celku. Ostatn\u011b ani st\u00e1tn\u00ed spr\u00e1va nen\u00ed ochotna form\u00e1ln\u00ed pravidla stanovit.<\/p>\n<p>V souladu s pozn\u00e1n\u00edm, \u017ee nen\u00ed vhodn\u00e9 v centru roz\u0161i\u0159ovat ulice pro dopravu, se v 50. a 60. letech minul\u00e9ho stolet\u00ed za\u010daly stav\u011bt n\u00e1hradn\u00ed trasy na okraji centra. Postupn\u011b tak vznikly \u00faseky utilit\u00e1rn\u00edch dopravn\u00edch staveb s odd\u011blen\u00fdmi j\u00edzdn\u00edmi a odbo\u010dovac\u00edmi pruhy, odd\u011blen\u00fdmi tramvajov\u00fdmi p\u00e1sy a s usm\u011br\u0148ovan\u00fdmi chodci. Takto byla po dlouhou dobu a\u017e dodnes vybavov\u00e1na ulice Milady Hor\u00e1kov\u00e9 a to i bez ohledu na pr\u00e1v\u011b dostavovan\u00fd soub\u011b\u017en\u00fd tunel. Naopak, z tunelu Blanka byly vyvedeny rampy, kter\u00e9 je\u0161t\u011b pov\u00fd\u0161\u00ed dopravn\u00ed charakter ulice Milady Hor\u00e1kov\u00e9.<\/p>\n<p>Po z\u00e1zra\u010dn\u00e9m zachov\u00e1n\u00ed star\u00e9 Prahy, kter\u00e1 p\u0159e\u017eila bohat\u00fd v\u011bk p\u0159ed prvn\u00ed sv\u011btovou v\u00e1lkou a uprost\u0159ed d\u011bn\u00ed i b\u00eddu t\u00e9 druh\u00e9, se objevila modern\u00ed my\u0161lenka plo\u0161n\u00e9 p\u00e9\u010de o kulturn\u00ed d\u011bdictv\u00ed. Nyn\u00ed jsou rozs\u00e1hl\u00e9 \u010d\u00e1sti m\u011bsta p\u0159ilehl\u00e9 k ulici Milady Hor\u00e1kov\u00e9 v r\u016fzn\u00fdch stupn\u00edch pam\u00e1tkov\u00e9 ochrany. P\u0159i nemo\u017enosti p\u0159estav\u011bt cel\u00e9 bloky a p\u0159i dostupnosti jen mal\u00fdch voln\u00fdch ploch na okraji rezervace a z\u00f3n, je aktu\u00e1ln\u00ed stanovit k jak\u00e9mu \u00fa\u010delu mohou b\u00fdt rezervn\u00ed plochy vyu\u017eity. Tak, aby se mohl v chr\u00e1n\u011bn\u00fdch \u00fazem\u00edch zaji\u0161\u0165ovat soudob\u00fd komfort \u017eivota. To je \u00fakol pro ob\u010dany a pro st\u00e1tn\u00ed spr\u00e1vu.<\/p>\n<p>M\u011bnit magistr\u00e1lu Pato\u010dkova &#8211; Milady Hor\u00e1kov\u00e9 &#8211; D\u011blnick\u00e1 v \u00faseku B\u0159evnov &#8211; Libe\u0148 v bulv\u00e1r by tak\u00e9 bylo do velk\u00e9 m\u00edry kontraproduktivn\u00ed, kdy\u017e soub\u011b\u017en\u00e9 ulice, jako B\u011blohorsk\u00e1, Dejvick\u00e1, anebo bl\u00edzk\u00e1 n\u00e1m\u011bst\u00ed, tak\u00e9 n\u00e1dra\u017e\u00ed Bubny, maj\u00ed n\u011bkde jen m\u00e1lo nebo v\u016fbec nevyu\u017e\u00edvan\u00fd m\u011bstotvorn\u00fd potenci\u00e1l.<\/p>\n<p>Budoucnost ulice Milady Hor\u00e1kov\u00e9 m\u00e1 posilovat jej\u00ed naprosto jedine\u010dnou dynamicky prom\u011bnnou otev\u0159enost. Ke smyslu bulv\u00e1ru je to \u00fapln\u011b opa\u010dn\u00e1 hodnota. Otev\u0159enost t\u00e9to ulice je v\u00fdsledek jej\u00edho slo\u017eit\u00e9ho stavebn\u00edho v\u00fdvoje. Prostory, jimi\u017e proch\u00e1z\u00ed jsou r\u016fznorod\u00e9, snadno pochopiteln\u00e9, jednodu\u0161e udr\u017eiteln\u00e9 a schopn\u00e9 zv\u00fdrazn\u011bn\u00ed. Nav\u00edc se pr\u00e1v\u011b v duchu t\u00e9to otev\u0159enosti upravuje okol\u00ed rozhoduj\u00edc\u00edho \u00faseku, p\u0159\u00edmo na hranici Pra\u017esk\u00e9 pam\u00e1tkov\u00e9 rezervace .<\/p>\n<p>Pod\u00e9l ulice Milady Hor\u00e1kov\u00e9 mezi B\u0159evnovem a Letnou se na obou stran\u00e1ch st\u0159\u00eddaj\u00ed \u00fazem\u00ed s bloky, vilami a samostatn\u00fdmi stavbami s voln\u00fdmi, otev\u0159en\u00fdmi prostory. Tato hodnota je nov\u011b vysv\u011btliteln\u00e1 nikoli jako n\u00e1hodn\u00e1 sestava, ale jako z\u00e1m\u011brn\u00e1 kompozice vn\u00edm\u00e1n\u00ed krajiny m\u011bsta v pohybu. Je to p\u016fsobiv\u00e9 p\u0159iveden\u00ed a proniknut\u00ed voln\u00fdch prostor\u016f a\u017e do st\u0159edu m\u011bsta. Tady je v\u00fdjime\u010dn\u011b mo\u017en\u00e9 vyu\u017e\u00edt a dokon\u010dit hlavn\u00ed ideu avantgardn\u00edho urbanizmu o spojen\u00ed m\u011bsta s krajinou. Naprosto funk\u010dn\u00ed formou podle dopravn\u00edho tahu, v kompozici velkolep\u00e9ho a lidsk\u00e9ho m\u011b\u0159\u00edtka<\/p>\n<p><strong>Z\u00e1v\u011br<\/strong><\/p>\n<p>Bulv\u00e1r Milady Hor\u00e1kov\u00e9 nen\u00ed provediteln\u00fd vzhledem k ji\u017e postaven\u00fdm stavb\u00e1m, k ochran\u011b hradebn\u00edho p\u00e1su, nezastavitelnosti Letensk\u00e9 pl\u00e1n\u011b, a tak\u00e9 kv\u016fli charakteru soudob\u00fdch novostaveb, kter\u00e9 obvykle nedok\u00e1\u017eou vytv\u00e1\u0159et plnohodnotn\u00e9 uli\u010dn\u00ed fronty a parter.<\/p>\n<p>Ulice Milady Hor\u00e1kov\u00e9 se ji\u017e alespo\u0148 50 let stav\u00ed jako pr\u016fjezdn\u00e1 automobilov\u00e1 komunikace a znovu se v tomto charakteru p\u0159estavuje i bez ohledu na nov\u00fd tunel pod n\u00ed.<\/p>\n<p>Objemn\u00e9 stavby s administrativou a superobchody by v \u00faseku Hrad\u010dansk\u00e1 obsadily vz\u00e1cn\u00e9 rezervn\u00ed plochy pro obsluhu p\u0159ilehl\u00fdch pam\u00e1tkov\u011b chr\u00e1n\u011bn\u00fdch \u00fazem\u00ed.<\/p>\n<p>Prostor mezi \u00fazem\u00edm Dejvic a Hrad\u010dan a\u0165 je dokon\u010dov\u00e1n jako mezery zastav\u011bn\u00fdmi \u00faseky.<\/p>\n<p>Ing. arch. <a href=\"https:\/\/www.cka.cz\/cs\/spolupracujte-s-architektem\/seznam-architektu\/ing-arch-krise-martin-csc\">Martin Krise<\/a>, ing. arch.
