Tunel Blanka je zapot\u0159eb\u00ed co nejrychleji dostav\u011bt a uv\u00e9st do provozu, aby se za\u010dala pra\u017ean\u016fm vracet alespo\u0148 \u010d\u00e1st investic. Nicm\u00e9n\u011b je t\u0159eba \u0159\u00edci ve\u0159ejn\u011b, \u017ee s t\u00edmto projektem bylo v\u0161e od za\u010d\u00e1tku \u0161patn\u011b a pou\u010dit se z toho: &#8220;Watchdog organizace&#8221; a anga\u017eovan\u00ed ob\u010dan\u00e9 by nem\u011bli\u00a0opakov\u00e1n\u00ed podobn\u00fdch projekt\u016f u\u017e dopustit. To je c\u00edlem \u010dl\u00e1nku pana Doml\u00e1tila.<\/p>\n<p><!--more--><\/p>\n<p><b>Kousek historie <\/b><\/p>\n<p>V\u00a0\u0161edes\u00e1t\u00fdch letech minul\u00e9ho stolet\u00ed se pl\u00e1nova\u010di \u010cSSR sm\u00ed\u0159ili s\u00a0faktem, \u017ee osobn\u00ed automobil si bude po\u0159izovat \u010d\u00edm d\u00e1l v\u00edce pracuj\u00edc\u00edch. Podle p\u0159edstav m\u011bl v\u00fdhledov\u00fd stav saturace v\u00a0Praze odpov\u00eddat pr\u016fm\u011brn\u00e9mu po\u010dtu ob\u010dan\u016f na jedno auto, kter\u00fd byl tenkr\u00e1t skute\u010dnost\u00ed v\u00a0USA, tj. p\u0159ibli\u017en\u011b 2 lid\u00e9 na 1 osobn\u00ed automobil.<\/p>\n<p>V\u00a0d\u016fsledku t\u011bchto progn\u00f3z byla opu\u0161t\u011bna my\u0161lenka ro\u0161tov\u00e9ho uspo\u0159\u00e1d\u00e1n\u00ed pra\u017esk\u00e9 komunika\u010dn\u00ed s\u00edt\u011b, a po\u010d\u00e1tkem sedmdes\u00e1t\u00fdch let zelenou dostala okru\u017en\u011b radi\u00e1ln\u00ed koncepce se t\u0159emi kapacitn\u00edmi uli\u010dn\u00edmi resp. silni\u010dn\u00edmi okruhy &#8211; tzv. Z\u00e1kladn\u00ed komunika\u010dn\u00ed syst\u00e9m. Jeho \u201eSt\u0159edn\u00ed okruh\u201c sice n\u011bkolikr\u00e1t zm\u011bnil jm\u00e9no, ale konkr\u00e9tn\u011b ve sv\u00e9 severoz\u00e1padn\u00ed \u010d\u00e1sti si podr\u017eel nal\u00e9hav\u00fd \u00fakol odv\u00e9st pr\u016fjezdnou dopravu z\u00a0Letn\u00e9 a Veletr\u017en\u00ed, kde obyvatel\u00e9 trp\u011bli nevratn\u00fdm po\u0161kozen\u00edm zdrav\u00ed z\u00a0olovnat\u00fdch v\u00fdfukov\u00fdch zplodin.<\/p>\n<p>Psal se rok 1975, kdy\u017e byl vypracov\u00e1n investi\u010dn\u00ed z\u00e1m\u011br spo\u010d\u00edvaj\u00edc\u00ed ve sveden\u00ed pr\u016fjezdn\u00e9 dopravy do trasy tehdy do\u017e\u00edvaj\u00edc\u00ed \u017eeleznice mezi n\u00e1dra\u017e\u00edmi Praha-Dejvice a Praha-Bubny. Stavebn\u00ed n\u00e1klady byly odhadem 1,6 miliard K\u010ds. Byl vypracov\u00e1n i realistick\u00fd n\u00e1vrh, jak zachovat \u017eeleznici a sdru\u017eit ji se silni\u010dn\u00edm okruhem v\u00a0r\u016fzn\u00fdch \u00farovn\u00edch. Ob\u011b \u0159e\u0161en\u00ed se neobe\u0161la bez vyvolan\u00fdch investic, a nav\u00edc v\u00a0tu dobu zas\u00e1hly do d\u011bn\u00ed zaktivizovan\u00ed bojovn\u00edci za zachov\u00e1n\u00ed pleveln\u00e9 vegetace pod\u00e9l trati, tak\u017ee obyvatel\u00e9 v okol\u00ed Veletr\u017en\u00ed ulice a Letensk\u00e9ho n\u00e1m\u011bst\u00ed trp\u011bli beznad\u011bjn\u011b d\u00e1l.<\/p>\n<p>Trasa vyhovuj\u00edc\u00ed takzvan\u00fdm ekolog\u016fm se hledala dlouho, a\u017e se dosp\u011blo ke t\u0159em sch\u016fdn\u00fdm variant\u00e1m (dejvick\u00e1 \u201eDana\u201c, bubene\u010dsk\u00e1 \u201eBlanka\u201c a hole\u0161ovick\u00e1 \u201eHana\u201c).<\/p>\n<p>&nbsp;<\/p>\n<p><b>Pyrrhova koncepce <\/b><\/p>\n<p>Diskutabiln\u00ed \u0159e\u0161en\u00ed ve variant\u011b \u201ebubene\u010dsk\u00e9\u201c vybraly pomazan\u00e9 hlavy, jim\u017e velel patrn\u011b n\u011bjak\u00fd skaln\u00ed Spar\u0165an, kter\u00fd fandil sp\u00ed\u0161 snadn\u00e9mu p\u0159ipojen\u00ed stadionu pra\u017esk\u00e9 Sparty a parkovi\u0161ti pro motorizovan\u00e9 fotbalov\u00e9 fanou\u0161ky na letensk\u00e9 pl\u00e1ni ne\u017e hust\u011b obydlen\u00e9 z\u00e1stavb\u011b v bubene\u010dsk\u00e9 a dejvick\u00e9 \u010d\u00e1sti Prahy 6. Tunel nespr\u00e1vn\u011b ra\u017een\u00fd nap\u0159\u00edklad pod zasypan\u00fdm rybn\u00edkem ve Stromovce ji\u017e m\u00e1lem p\u0159ipravil o \u017eivot jej\u00ed n\u00e1\u0161t\u011bvn\u00edky. V\u00a0ka\u017ed\u00e9m ze dvou tubus\u016f jsou jen dva j\u00edzdn\u00ed pruhy, p\u0159esto\u017ee dle dopravn\u00edch pr\u016fzkum\u016f vych\u00e1zely t\u0159i.<\/p>\n<p>R\u016fzn\u00fdmi dal\u0161\u00edmi nedostatky m\u016f\u017ee Blanka p\u0159ekvapit po n\u011bkolika letech provozu.<\/p>\n<p>&nbsp;<\/p>\n<p><b>Co je ztraceno <\/b><\/p>\n<p>V\u00a0nen\u00e1vratnu jsou:<\/p>\n<ul>\n<li>urbanisticky logi\u010dt\u011bj\u0161\u00ed a v\u00fdhodn\u011bj\u0161\u00ed \u0159e\u0161en\u00ed trasy tunelu<\/li>\n<li>dostate\u010dn\u00e1 rezerva dopravn\u00ed kapacity nutn\u00e1 zejm\u00e9na pro neur\u010dit\u00e9 obdob\u00ed, kdy tunel Blanka bude z\u00e1rove\u0148 suplovat severoz\u00e1padn\u00ed kvadrant silni\u010dn\u00edho okruhu kolem Prahy, chyb\u011bj\u00edc\u00ed z\u00a0d\u016fvod\u016f tak\u0159ka skand\u00e1ln\u00edch<\/li>\n<li>zdrav\u00ed obyvatel dosud \u017eij\u00edc\u00edch p\u0159i ulic\u00edch Veletr\u017en\u00ed a Milady Hor\u00e1kov\u00e9<\/li>\n<li>miliardy korun za zbyte\u010dn\u00e9 prodra\u017een\u00ed stavby<\/li>\n<li>\u0161ance na zprovozn\u011bn\u00ed mor\u00e1ln\u011b nezastaral\u00e9ho dopravn\u00edho d\u00edla<\/li>\n<li>miliardy korun ro\u010dn\u011b za\u00a0odklad vyu\u017eit\u00ed gigantick\u00e9 investice<\/li>\n<\/ul>\n<p><b>Kde z\u016fstal rozum st\u00e1t<\/b><\/p>\n<p>Smlouvy se zhotoviteli nezn\u00e1m, ale ji\u017e z n\u00e1znak\u016f o zvolen\u00e9m dodavatelsk\u00e9m syst\u00e9mu naskakuje hus\u00ed k\u016f\u017ee. Monopoln\u00ed a pra\u017esk\u00fdmi kon\u0161ely h\u00fd\u010dkan\u00fd dodavatel podzemn\u00edch dopravn\u00edch staveb Metrostav si patrn\u011b nep\u0159\u00e1l ru\u010dit gener\u00e1ln\u011b za v\u00fdstavbu cel\u00e9ho souboru staveb, v\u010detn\u011b koordinace a kompletace dod\u00e1vek, tak m\u011bsto Praha vyhl\u00e1silo v\u00fdb\u011brov\u00e1 \u0159\u00edzen\u00ed na r\u016fzn\u00e9 \u010d\u00e1sti zvl\u00e1\u0161\u0165. M\u00e1 proto dva r\u016fzn\u00e9 zhotovitele (dodavatele) stavebn\u00ed \u010d\u00e1sti a jednoho zhotovitele technologick\u00e9 \u010d\u00e1sti staveb. Aby to bylo je\u0161t\u011b slo\u017eit\u011bj\u0161\u00ed, m\u011bsto si najalo dv\u011b r\u016fzn\u00e9 firmy na koordina\u010dn\u00ed ivestorskou a spr\u00e1vcovskou \u010dinnost. Na t\u00e9m\u011b\u0159 cel\u00fd tunel najalo In\u017een\u00fdring dopravn\u00edch staveb, a.s. a na \u00fasek kolem vy\u00fast\u011bn\u00ed Strahovsk\u00e9ho tunelu a.s. VIS.<\/p>\n<p>U IDS je ot\u00e1zka, zda m\u00e1 dostate\u010dn\u011b \u201esiln\u00e9\u201c odborn\u00edky, aby \u010delil praktik\u00e1m a taktick\u00fdm man\u00e9vr\u016fm prominentn\u00ed pra\u017esk\u00e9 spole\u010dnosti Metrostav. V\u0161ichni m\u011bli zpozorn\u011bt nejpozd\u011bji tehdy, kdy p\u0159i prvn\u00edm skand\u00e1ln\u00edm propadu nadlo\u017e\u00ed tunelu ve Stromovce bohorovn\u00fd Metrostav \u00fasty sv\u00e9ho mluv\u010d\u00edho prohl\u00e1sil, \u017ee <em>\u201e\u2026 se to st\u00e1v\u00e1\u201c<\/em>, a zaml\u010del, \u017ee kdy\u017e se ve vysp\u011bl\u00fdch st\u00e1tech takov\u00fd mal\u00e9r stane, vin\u00edk je v\u017edycky tvrd\u011b potrest\u00e1n, \u010dasto v\u011bzen\u00edm. IDS resp. Hl. m\u011bsto Praha m\u011blo dot\u00e1hnout do konce \u017ealobu a potrest\u00e1n\u00ed snadno dohledateln\u00e9ho vin\u00edka. Nestalo se nikomu nic, policie v\u011bc rychle odlo\u017eila, \u010d\u00edm\u017e si Metrostav ov\u011b\u0159il, \u017ee nebude hn\u00e1n k\u00a0odpov\u011bdnosti ani p\u0159i dal\u0161\u00edch asi t\u0159ech propadech, ohro\u017euj\u00edc\u00edch okol\u00ed.<\/p>\n<p>Nev\u00edm, kolik pen\u011bz n\u00e1s stoj\u00ed \u010dinnost resp. ne\u010dinnost akciov\u00e9 spole\u010dnosti IDS. T\u011b\u017eko si pak p\u0159edstavit komunikaci IDS se sv\u00fdm mandantem Prahou, s\u00a0koordin\u00e1torem projektu Satra, s.r.o., a se t\u0159emi r\u016fzn\u00fdmi zhotoviteli.<\/p>\n<p>Objednatele Hlavn\u00ed m\u011bsto Prahu zastupuje odbor strategick\u00fdch investic Magistr\u00e1tu, kde je zam\u011bstn\u00e1no n\u011bkolik des\u00edtek pracovn\u00edk\u016f. Odborn\u00e1 kvalita je poznamen\u00e1na dlouhodobou \u201epolitikou\u201c tamn\u00edho person\u00e1ln\u00edho odboru, kde prvo\u0159ad\u00fdm kriteriem je poslu\u0161nost a ochota vyhov\u011bt osobn\u00edm z\u00e1jm\u016fm nad\u0159\u00edzen\u00fdch. Nejdel\u0161\u00ed evropsk\u00fd m\u011bstsk\u00fd tunel pr\u00fd maj\u00ed na starost dva ze zm\u00edn\u011bn\u00fdch zam\u011bstnanc\u016f OSI.<\/p>\n<p>Jak\u00fdmsi v\u00fdpadkem rozumu \u010di snahou vyhov\u011bt n\u011bkomu siln\u00e9mu se p\u0159edvedlo samo Hlavn\u00ed m\u011bsto Praha, kdy\u017e v\u00a0roce 2013 zapochybovalo o platnosti smlouvy se zhotovitelem a sv\u016fj n\u00e1zor dalo k\u00a0arbitr\u00e1\u017en\u00edmu posouzen\u00ed. Pokud je smlouva s\u00a0Metrostavem platn\u00e1, mus\u00ed m\u00edt jednozna\u010dn\u011b stanoven\u00fd term\u00edn dokon\u010den\u00ed. Pokud je naps\u00e1na spr\u00e1vn\u011b, mus\u00ed v\u00a0n\u00ed b\u00fdt sankce za nespln\u011bn\u00ed smluvn\u00edho term\u00ednu. To plat\u00ed pro vztah s\u00a0ka\u017ed\u00fdm zhotovitelem. Je pozoruhodn\u00e9, \u017ee o t\u011bchto z\u00e1kladn\u00edch \u00fadaj\u00edch \u00fa\u010dastn\u00edci v\u00fdstavby Blanky nemluv\u00ed. Nejistota o dodavatelsko-odb\u011bratelsk\u00fdch axiomech mus\u00ed po\u0159\u00e1dn\u00e9ho investora pol\u00e9vat potem.<\/p>\n<p>\u00da\u010dastn\u00edci v\u00fdstavby mo\u017en\u00e1 pova\u017eovali za d\u016fle\u017eit\u011bj\u0161\u00ed jak\u00e9si mimosmluvn\u00ed domluvy ne\u017e smoluvy samy. Pak by byla nam\u00edst\u011b ot\u00e1zka, kdy, kde, na \u010d\u00ed p\u0159\u00e1n\u00ed a za jak\u00fdch dal\u0161\u00edch okolnost\u00ed se pekly. Podobn\u00e9 dohody jist\u011b pat\u0159\u00ed mezi \u201enov\u00e9 kousky\u201c, jim\u017e se nau\u010dili sp\u00ed\u0161 jen \u201emlad\u00ed psi\u201c.<\/p>\n<p>Nen\u00ed divu, \u017ee co se d\u011blo v\u00a0p\u0159\u00edprav\u011b a v\u00a0pr\u016fb\u011bhu zat\u00edm nekon\u010d\u00edc\u00ed v\u00fdstavby souboru dopravn\u00edch staveb, se vzdaluje p\u0159edstav\u011b o dobr\u00e9 v\u016fli a o norm\u00e1ln\u00ed spolupr\u00e1ci budovatel\u016f stavebn\u00edho d\u00edla, kter\u00e9 m\u00e1 kvalitn\u011b fungovat a slou\u017eit \u0159ad\u011b generac\u00ed. Ta tam je nutn\u00e1 sou\u010dinnost, kolegi\u00e1ln\u00ed vst\u0159\u00edcnost a z\u00e1jem o nejlep\u0161\u00ed mo\u017en\u00fd v\u00fdsledek spole\u010dn\u00e9 pr\u00e1ce.<\/p>\n<p><b>Ono sprchlo<\/b><\/p>\n<p>Aktu\u00e1ln\u00ed probl\u00e9m s\u00a0vlhk\u00fdmi kabely je jedn\u00edm z\u00a0d\u011bjstv\u00ed, j\u00edm\u017e cel\u00e1 nesm\u00edrn\u011b n\u00e1kladn\u00e1 komedie s\u00a0tunelem neza\u010d\u00edn\u00e1, ani nekon\u010d\u00ed. Jejich dodavatel \u010cKD-DIZ tvrd\u00ed, \u017ee instaloval kabely podstatn\u011b kvalitn\u011bj\u0161\u00ed ne\u017e jsou v\u00a0projektu, ale musel je pr\u00fd v\u00e9st v\u00a0chr\u00e1ni\u010dk\u00e1ch nevysp\u00e1dovan\u00fdmi prostorami, kter\u00e9 zbudoval Metrostav.<\/p>\n<p>L\u00edbivou p\u0159\u00ed\u010dinou je z\u00e1plava z \u201et\u0159icetilet\u00e9ho de\u0161t\u011b\u201c 29. 7. 2013. Proti dlouhotrvaj\u00edc\u00edmu zatopen\u00ed pr\u00fd ne\u0161lo nic d\u011blat. Tato jednotn\u00e1 v\u00fdmluva \u00fa\u010dastn\u00edk\u016f v\u00fdstavby jist\u011b v\u0161echny uklidn\u00ed. V\u017edy\u0165 Pra\u017e\u00e1ci uv\u011b\u0159ili i pitom\u011bj\u0161\u00edm kec\u016fm. K\u00a0vin\u00edkovi v\u0161ak m\u016f\u017ee oklikou v\u00e9st zaj\u00edmav\u00e1 informace, \u017ee poji\u0161\u0165ovna uznala po\u0161kozen\u00ed trafostanic, ale neuznala tehdej\u0161\u00ed po\u0161kozen\u00ed kabel\u016f.<\/p>\n<p>Bez ohledu na z\u00e1plavy vlhko v\u00a0dosud neprovozovan\u00e9m tunelu b\u011bhem roku kol\u00eds\u00e1, ale rok od roku se zvy\u0161uje. Mokro se projevuje intenzivn\u011bji v tepl\u00e9m obdob\u00ed roku.<\/p>\n<p>V\u0161\u00edm t\u00edm \u0161lendri\u00e1nem se b\u00fdval\u00ed kon\u0161el\u00e9 nenechali ru\u0161it. Prvn\u00ed z\u00a0vysoce postaven\u00fdch osob, kterou ta \u201ecochc\u00e1rna\u201c nyn\u00ed po\u0159\u00e1dn\u011b roz\u010dilila, je sou\u010dasn\u00e1 prim\u00e1torka Krn\u00e1\u010dov\u00e1.<\/p>\n<p><b>Kolik n\u00e1s to stoj\u00ed<\/b><\/p>\n<p>Prim\u00e1tor psychiatr Pavel B\u00e9m p\u0159ed zah\u00e1jen\u00edm prac\u00ed vyhl\u00e1sil cenu 21,2 miliard K\u010d za stavebn\u00ed \u010d\u00e1st jako kone\u010dnou, snad se o to n\u011bkde i vsadil. Doba dosavadn\u00ed \u201ev\u00fdstavby\u201c zat\u00edm dosahuje prakticky dvojn\u00e1sobku oproti p\u0159edpoklad\u016fm z\u00a0\u0159\u00edjna 2006, kdy Metrostav a\u00a0Praha podepsaly smlouvu.<\/p>\n<p>P\u0159\u00edzna\u010dn\u00e9, a z\u00e1rove\u0148 d\u011bsiv\u00e9, je, \u017ee se jaksi zapom\u00edn\u00e1 na efektivitu investice.
