Jeho c\u00edlem je formulace kl\u00ed\u010dov\u00fdch opat\u0159en\u00ed vedouc\u00edch k prosperit\u011b a<br \/>\nkonkurenceschopnosti \u010cR. Uveden\u00e1 opat\u0159en\u00ed vych\u00e1zej\u00ed z programov\u00fdch priorit vl\u00e1dy \u010cR a jsou<br \/>\nprov\u00e1z\u00e1na s dal\u0161\u00edmi strategick\u00fdmi materi\u00e1ly a ak\u010dn\u00edmi pl\u00e1ny na n\u00e1rodn\u00ed \u00farovni, zejm\u00e9na pak Ak\u010dn\u00edm<br \/>\npl\u00e1nem na podporu hospod\u00e1\u0159sk\u00e9ho r\u016fstu a zam\u011bstnanosti. Zohledn\u011bny jsou tak\u00e9 hospod\u00e1\u0159sk\u00e9 a<br \/>\nsoci\u00e1ln\u00ed priority EU uveden\u00e9 v Ro\u010dn\u00ed anal\u00fdze r\u016fstu 20161, kter\u00e9 vl\u00e1da \u010cR podporuje. NPR je spole\u010dn\u011b<br \/>\ns Konvergen\u010dn\u00edm programem \u010cR ka\u017edoro\u010dn\u011b p\u0159edkl\u00e1d\u00e1n EK v r\u00e1mci evropsk\u00e9ho semestru<br \/>\npro koordinaci hospod\u00e1\u0159sk\u00fdch politik \u010dlensk\u00fdch st\u00e1t\u016f EU.<\/p>\n<p>&nbsp;<\/p>\n<p>Poprv\u00e9 od krize z let 2008\u20132009 se \u010desk\u00e1 ekonomika nach\u00e1z\u00ed ve stadiu konjunktury. S touto f\u00e1z\u00ed<br \/>\nhospod\u00e1\u0159sk\u00e9ho cyklu koresponduje v\u00fdvoj cel\u00e9 \u0159ady makroekonomick\u00fdch \u00fadaj\u016f: m\u00edra nezam\u011bstnanosti<br \/>\nse rychle sni\u017euje, je vysok\u00e1 ziskovost firem a \u00farove\u0148 indik\u00e1tor\u016f d\u016fv\u011bry v ekonomiku je rovn\u011b\u017e velmi<br \/>\nvysok\u00e1. Z hlediska pozice v ekonomick\u00e9m cyklu je netypick\u00e1 velmi n\u00edzk\u00e1 inflace (ji\u017e od po\u010d\u00e1tku roku<br \/>\n2014 se pohybuje pod 1 %), co\u017e je v\u0161ak zap\u0159\u00ed\u010din\u011bno p\u0159edev\u0161\u00edm v\u00fdznamn\u00fdm poklesem cen surovin,<br \/>\nzejm\u00e9na ropy, a s n\u00edm souvisej\u00edc\u00edm poklesem cen v\u00fdrobc\u016f.<\/p>\n<p>&nbsp;<\/p>\n<p>Jedn\u00edm z d\u016fle\u017eit\u00fdch faktor\u016f p\u0159\u00edzniv\u00e9ho hospod\u00e1\u0159sk\u00e9ho v\u00fdvoje je pokra\u010duj\u00edc\u00ed o\u017eiven\u00ed ekonomik<br \/>\nhlavn\u00edch obchodn\u00edch partner\u016f \u010cR, kter\u00e9 v\u0161ak z\u016fst\u00e1v\u00e1 k\u0159ehk\u00e9. P\u00e1d cen ropy p\u0159isp\u011bl k v\u00fdznamn\u00e9mu<br \/>\nr\u016fstu soukrom\u00fdch investic v \u010cR (prost\u0159ednictv\u00edm vy\u0161\u0161\u00edho provozn\u00edho p\u0159ebytku firem), na n\u011bj\u017e m\u011bla<br \/>\nvliv i nadpr\u016fm\u011brn\u00e1 \u00farove\u0148 vyu\u017eit\u00ed kapacit a celkov\u011b velmi uvoln\u011bn\u00e1 m\u011bnov\u00e1 politika vyzna\u010duj\u00edc\u00ed se<br \/>\nextr\u00e9mn\u011b n\u00edzk\u00fdmi \u00farokov\u00fdmi sazbami. V dal\u0161\u00edch letech v\u0161ak ji\u017e nen\u00ed mo\u017en\u00e9 o\u010dek\u00e1vat tak dynamickou<br \/>\ninvesti\u010dn\u00ed aktivitu, jeliko\u017e rok 2015 byl unik\u00e1tn\u00ed ve v\u00edce aspektech. Krom\u011b pozitivn\u00edho \u0161oku cen<br \/>\nkomodit k tomuto v\u00fdsledku v\u00fdznamn\u011b p\u0159isp\u011blo nav\u00fd\u0161en\u00ed vl\u00e1dn\u00edch investic z d\u016fvodu dokon\u010dov\u00e1n\u00ed<br \/>\nprojekt\u016f spolufinancovan\u00fdch z prost\u0159edk\u016f EU z kon\u010d\u00edc\u00edho programov\u00e9ho obdob\u00ed 2007\u20132013 a tak\u00e9<br \/>\njednor\u00e1zov\u00fd statistick\u00fd efekt finan\u010dn\u00edho leasingu letadel JAS-39 Gripen. S v\u00fdjimkou roku 2016 je<br \/>\np\u0159edpokl\u00e1d\u00e1n p\u0159edstih r\u016fstu vl\u00e1dn\u00edch investic nad soukrom\u00fdmi v z\u00e1vislosti na postupn\u00e9m zvy\u0161ov\u00e1n\u00ed<br \/>\npod\u00edlu investi\u010dn\u00edch projekt\u016f spolufinancovan\u00fdch z nov\u00e9ho programov\u00e9ho obdob\u00ed 2014\u20132020.<\/p>\n<p>&nbsp;<\/p>\n<p>Velmi pozitivn\u00edm jevem je, \u017ee \u010desk\u00e1 ekonomika v roce 2015 ji\u017e druh\u00fdm rokem zaznamenala p\u0159ebytek<br \/>\nb\u011b\u017en\u00e9ho \u00fa\u010dtu platebn\u00ed bilance. Objem p\u0159ebytku bilance zbo\u017e\u00ed a slu\u017eeb tak znovu p\u0159ev\u00fd\u0161il dlouhodob\u00fd<br \/>\ndeficit bilance prim\u00e1rn\u00edch d\u016fchod\u016f. Ten je d\u00e1n zejm\u00e9na zisky podnik\u016f pod zahrani\u010dn\u00ed kontrolou (tedy<br \/>\nz p\u0159\u00edm\u00fdch investic ze zahrani\u010d\u00ed) bez ohledu na to, zda jsou v \u010cR reinvestov\u00e1ny \u010di repatriov\u00e1ny zp\u011bt<br \/>\ndo mate\u0159sk\u00e9 zem\u011b. P\u0159\u00edm\u00e9 investice jsou zpravidla exportn\u011b orientov\u00e1ny, a jejich efekt na \u010deskou<br \/>\nekonomiku lze hodnotit jednozna\u010dn\u011b pozitivn\u011b.<\/p>\n<p>&nbsp;<\/p>\n<p>Na druh\u00e9 stran\u011b se nepotvrdila d\u0159\u00edve akcentovan\u00e1 rizika vypl\u00fdvaj\u00edc\u00ed z nap\u011bt\u00ed mezi Ruskem a Ukrajinou<br \/>\na z hlubok\u00e9 recese v Rusku. Export do Ruska sice v roce 2015 poklesl proti p\u0159edchoz\u00edmu roku zhruba<br \/>\no t\u0159etinu, v\u00fdsledky na ostatn\u00edch teritori\u00edch v\u0161ak dok\u00e1zaly tento v\u00fdpadek v\u00edce ne\u017e nahradit.<\/p>\n<p>&nbsp;<\/p>\n<p>N\u00e1kladov\u00e1 efektivnost a spr\u00e1va ve zdravotnictv\u00ed<br \/>\nNad\u00e1le pokra\u010duje implementace opat\u0159en\u00ed sm\u011b\u0159uj\u00edc\u00edch ke zlep\u0161en\u00ed n\u00e1kladov\u00e9 efektivity a spr\u00e1vy<br \/>\nve zdravotnictv\u00ed v souladu s doporu\u010den\u00edm Rady EU. Mezi tato opat\u0159en\u00ed pat\u0159\u00ed zejm\u00e9na projekt DRG<br \/>\nRestart, kter\u00fd zajist\u00ed \u00fa\u010delnou distribuci finan\u010dn\u00edch prost\u0159edk\u016f v souladu s proporcemi skute\u010dn\u011b<br \/>\nposkytnut\u00fdch zdravotn\u00edch slu\u017eeb. Projekt je \u0159e\u0161en dle schv\u00e1len\u00e9ho harmonogramu \u2013 byla ustavena s\u00ed\u0165<br \/>\nreferen\u010dn\u00edch nemocnic a byly p\u0159ipraveny metodiky DRG (Diagnosis Related Group). Mezi dal\u0161\u00ed<br \/>\npl\u00e1novan\u00e9 kroky pat\u0159\u00ed publikace nov\u00e9 metodiky ekonomick\u00e9ho oce\u0148ov\u00e1n\u00ed hospitaliza\u010dn\u00edch p\u0159\u00edpad\u016f a<br \/>\njej\u00ed implementace v referen\u010dn\u00ed s\u00edti nemocnic \u010cR.<\/p>\n<p>Z hlediska tvorby datov\u00e9 z\u00e1kladny je podstatnou zm\u011bnou tak\u00e9 navrhovan\u00e1 novela z\u00e1kona<br \/>\no zdravotn\u00edch slu\u017eb\u00e1ch, kter\u00e1 je aktu\u00e1ln\u011b projedn\u00e1van\u00e1 v Poslaneck\u00e9 sn\u011bmovn\u011b, a kter\u00e1 umo\u017en\u00ed sd\u00edlen\u00ed<br \/>\ndat poji\u0161\u0165oven s MZd. Efektivn\u00ed a modern\u00ed informa\u010dn\u00ed z\u00e1kladna st\u00e1tu bude slou\u017eit pro statistick\u00e9,<br \/>\nkontroln\u00ed a analytick\u00e9 \u00fa\u010dely vedouc\u00ed ke srovn\u00e1v\u00e1n\u00ed zdravotn\u00edho syst\u00e9mu na \u00farovni EU \u010di m\u011b\u0159en\u00ed<br \/>\nefektivity zdravotnick\u00e9ho syst\u00e9mu.<\/p>\n<p>Soci\u00e1ln\u00ed bydlen\u00ed<br \/>\nV \u0159\u00edjnu 2015 byla schv\u00e1lena Koncepce soci\u00e1ln\u00edho bydlen\u00ed \u010cesk\u00e9 republiky 2015 \u2013 2025. Z\u00e1kon<br \/>\no soci\u00e1ln\u00edm bydlen\u00ed bude dle schv\u00e1len\u00e9ho v\u00fdhledu legislativn\u00edch prac\u00ed vl\u00e1dy p\u0159edlo\u017een v prvn\u00edm<br \/>\npololet\u00ed roku 2016. Z\u00e1kon by m\u011bl stanovit pr\u00e1vn\u00ed r\u00e1mec pro syst\u00e9m soci\u00e1ln\u00edho bydlen\u00ed. To je<br \/>\ndefinov\u00e1no jako soci\u00e1ln\u00ed n\u00e1jemn\u00ed bydlen\u00ed pro osoby v bytov\u00e9 nouzi nebo osoby bytovou nouz\u00ed<br \/>\nohro\u017een\u00e9 za \u00fa\u010delem p\u0159edch\u00e1zen\u00ed soci\u00e1ln\u00edmu vylou\u010den\u00ed a p\u00e1du do chudoby. Z\u00e1kladn\u00edm principem<br \/>\nsyst\u00e9mu soci\u00e1ln\u00edho bydlen\u00ed by m\u011blo b\u00fdt zaji\u0161t\u011bn\u00ed a udr\u017een\u00ed dlouhodob\u00e9ho, kvalitativn\u011b standardn\u00edho a<br \/>\nprostorov\u011b nesegregovan\u00e9ho soci\u00e1ln\u00edho n\u00e1jemn\u00edho bydlen\u00ed, a to prost\u0159ednictv\u00edm souboru n\u00e1stroj\u016f<br \/>\nbytov\u00e9 a soci\u00e1ln\u00ed politiky. Syst\u00e9m by m\u011bl b\u00fdt prov\u00e1z\u00e1n s poskytov\u00e1n\u00edm soci\u00e1ln\u00ed pr\u00e1ce, soci\u00e1ln\u00edch<br \/>\nd\u00e1vek na bydlen\u00ed a navazovat na syst\u00e9m soci\u00e1ln\u00edch slu\u017eeb dle z\u00e1kona o soci\u00e1ln\u00edch slu\u017eb\u00e1ch, konkr\u00e9tn\u011b<br \/>\nna azylov\u00e9 domy.<\/p>\n<p>&nbsp;<\/p>\n<p>Odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed a p\u0159\u00edprava<\/p>\n<p>V odborn\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed je navazov\u00e1no na v\u00fdsledky spolupr\u00e1ce M\u0160MT a MPO, kter\u00e9 byly z\u00edsk\u00e1ny jak<br \/>\nv Roce pr\u016fmyslu a technick\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed 2015, tak v r\u00e1mci realizace n\u00e1rodn\u00edho projektu Pospolu.<br \/>\nD\u00e1le pokra\u010duje implementace Strategie digit\u00e1ln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed a rozvoj digit\u00e1ln\u00edch kompetenc\u00ed je<br \/>\nprom\u00edt\u00e1n i do dal\u0161\u00edch z\u00e1sadn\u00edch vl\u00e1dn\u00edch priorit, jakou je nap\u0159\u00edklad digitalizace ekonomiky.<\/p>\n<p>&nbsp;<\/p>\n<p>Podpora p\u0159\u00edchodu kvalifikovan\u00fdch pracovn\u00edk\u016f ze zahrani\u010d\u00ed<br \/>\nKvalifikovan\u00e1 pracovn\u00ed s\u00edla je jedn\u00edm ze z\u00e1kladn\u00edch p\u0159edpoklad\u016f konkurenceschopnosti a obchodn\u00ed<br \/>\n\u00fasp\u011b\u0161nosti zam\u011bstnavatel\u016f. Tvo\u0159\u00ed nutnou podm\u00ednku pro investice, nebo\u0165 zaji\u0161\u0165uje p\u0159enos znalost\u00ed,<br \/>\nrozvoj inovac\u00ed, zav\u00e1d\u011bn\u00ed nov\u00fdch technologi\u00ed a vede k tvorb\u011b nov\u00fdch pracovn\u00edch m\u00edst. Zam\u011b\u0159uje se na zv\u00fd\u0161en\u00ed dostupnosti a transparentnosti ve\u0159ejn\u00e9 spr\u00e1vy<br \/>\nprost\u0159ednictv\u00edm n\u00e1stroj\u016f eGovernmentu a na zv\u00fd\u0161en\u00ed efektivnosti a sn\u00ed\u017een\u00ed administrativn\u00ed n\u00e1ro\u010dnosti<br \/>\nslu\u017eeb ve\u0159ejn\u00e9 spr\u00e1vy a navazuj\u00edc\u00edch ICT slu\u017eeb.<br \/>\nNa Strategii rozvoje ICT slu\u017eeb ve\u0159ejn\u00e9 spr\u00e1vy navazuje N\u00e1rodn\u00ed strategie cloud computingu. V n\u00e1vaznosti na tuto iniciativu a<br \/>\nna z\u00e1klad\u011b \u00fakolu v Ak\u010dn\u00edm pl\u00e1nu pro rozvoj digit\u00e1ln\u00edho trhu byla p\u0159ipravena roz\u0161\u00ed\u0159en\u00e1 verze<br \/>\ndokumentu pod n\u00e1zvem Iniciativa Pr\u016fmysl 4.0 v\u010detn\u011b n\u00e1vrhu opat\u0159en\u00ed k jeho rozvoji a propagaci.<br \/>\nC\u00edlem iniciativy je podchytit po\u017eadavky, kter\u00e9 na n\u00e1\u0161 pr\u016fmysl bude kl\u00e1st tato zcela nov\u00e1 filosofie<br \/>\nsyst\u00e9mov\u00e9ho vyu\u017e\u00edv\u00e1n\u00ed, integrace a propojov\u00e1n\u00ed nejr\u016fzn\u011bj\u0161\u00edch technologi\u00ed p\u0159i uva\u017eov\u00e1n\u00ed jejich<br \/>\ntrval\u00e9ho, velice rychl\u00e9ho rozvoje, a p\u0159ipravit podm\u00ednky pro v\u00fdrobn\u00ed i nev\u00fdrobn\u00ed sf\u00e9ru k realizaci t\u00e9to<br \/>\nnov\u00e9 pr\u016fmyslov\u00e9 revoluce v \u010cR. Dlouhodob\u00fdm c\u00edlem t\u00e9to iniciativy je udr\u017eet a pos\u00edlit<br \/>\nkonkurenceschopnost \u010cR v dob\u011b masov\u00e9ho n\u00e1stupu uveden\u00e9 filosofie ve sv\u011bt\u011b.<\/p>\n<p>&nbsp;<\/p>\n<p>Rozvoj inteligentn\u00edch dopravn\u00edch syst\u00e9m\u016f<br \/>\nAk\u010dn\u00ed pl\u00e1n rozvoje ITS je strategick\u00fdm dokumentem pro oblast vyu\u017eit\u00ed nejmodern\u011bj\u0161\u00edch detek\u010dn\u00edch,<br \/>\ndiagnostick\u00fdch, informa\u010dn\u00edch, \u0159\u00eddic\u00edch a zabezpe\u010dovac\u00edch technologi\u00ed, glob\u00e1ln\u00edch naviga\u010dn\u00edch<br \/>\ndru\u017eicov\u00fdch syst\u00e9m\u016f a syst\u00e9m\u016f pozorov\u00e1n\u00ed Zem\u011b. Ak\u010dn\u00ed pl\u00e1n stanovuje c\u00edle rozvoje ITS v \u010cR,<br \/>\nn\u00e1vazn\u00e1 opat\u0159en\u00ed a odhad finan\u010dn\u00edch n\u00e1klad\u016f na jejich implementaci, jako\u017e i mo\u017en\u00e9 zdroje<br \/>\nfinancov\u00e1n\u00ed. Na jeho z\u00e1klad\u011b bude zpracov\u00e1n Implementa\u010dn\u00ed pl\u00e1n ITS, kter\u00fd bude p\u0159edlo\u017een<br \/>\nk projedn\u00e1n\u00ed vl\u00e1d\u011b \u010cR v prvn\u00ed polovin\u011b roku 2016 a v r\u00e1mci kter\u00e9ho budou n\u00e1vazn\u00e1 opat\u0159en\u00ed Ak\u010dn\u00edho<br \/>\npl\u00e1nu napl\u0148ov\u00e1na prost\u0159ednictv\u00edm stanoven\u00fdch realiza\u010dn\u00edch projekt\u016f.<\/p>\n<p>&nbsp;<\/p>\n<p>Nakl\u00e1d\u00e1n\u00ed s odpady<br \/>\nCelkov\u00e1 strategie \u010cR v oblasti odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed je zalo\u017eena na podpo\u0159e prevence vzniku<br \/>\nodpad\u016f, zvy\u0161ov\u00e1n\u00ed \u00farovn\u011b materi\u00e1lov\u00e9ho vyu\u017eit\u00ed odpad\u016f a z\u00e1sadn\u00ed redukce skl\u00e1dkov\u00e1n\u00ed odpad\u016f.<\/p>\n<p>&nbsp;<\/p>\n<p>Zem\u011bd\u011blsk\u00e1 politika<br \/>\nPro reformy sektoru zem\u011bd\u011blstv\u00ed a potravin\u00e1\u0159stv\u00ed, stejn\u011b jako pro dal\u0161\u00ed v\u00fdvoj v oblasti lesnictv\u00ed a<br \/>\nvodohospod\u00e1\u0159stv\u00ed, bude z\u00e1sadn\u00ed p\u0159ipravovan\u00e1 Strategie Ministerstva zem\u011bd\u011blstv\u00ed \u010cR s v\u00fdhledem<br \/>\ndo roku 2030, kter\u00e1 by m\u011bla b\u00fdt schv\u00e1lena do konce roku 2016. Jednou z v\u00fdznamn\u00fdch priorit Strategie<br \/>\nje oblast lesn\u00edho hospod\u00e1\u0159stv\u00ed, v jej\u00edm\u017e r\u00e1mci bude c\u00edlem vytvo\u0159it podm\u00ednky pro zv\u00fd\u0161en\u00ed<br \/>\nkonkurenceschopnosti a \u017eivotaschopnosti cel\u00e9ho hodnotov\u00e9ho \u0159et\u011bzce zalo\u017een\u00e9ho na lesn\u00edm<br \/>\nhospod\u00e1\u0159stv\u00ed a zv\u00fd\u0161en\u00ed dom\u00e1c\u00edho vyu\u017e\u00edv\u00e1n\u00ed a spot\u0159eby d\u0159eva. V nadch\u00e1zej\u00edc\u00edm obdob\u00ed budou<br \/>\nrozpracov\u00e1na jednotliv\u00e1 opat\u0159en\u00ed Strategie, zohledn\u011bny budou i v\u00fdstupy z druh\u00e9ho cyklu N\u00e1rodn\u00ed<br \/>\ninventarizace les\u016f v letech 2011 \u2013 2015. Zachov\u00e1ny a d\u00e1le rozv\u00edjeny budou principy<br \/>\nnediskrimina\u010dn\u00edho p\u0159\u00edstupu ke d\u0159evu z les\u016f ve vlastnictv\u00ed st\u00e1tu pro v\u0161echny skupiny jeho zpracovatel\u016f,<br \/>\np\u0159edev\u0161\u00edm MSP, v n\u00e1vaznosti na p\u0159ijat\u00e9 koncep\u010dn\u00ed dokumenty t\u00fdkaj\u00edc\u00ed se Les\u016f \u010cR.<\/p>\n<p>&nbsp;<\/p>\n<p>4.2 Chudoba a soci\u00e1ln\u00ed vylou\u010den\u00ed<br \/>\nZ hlediska m\u00edry ohro\u017een\u00ed chudobou a soci\u00e1ln\u00edm vylou\u010den\u00edm do\u0161lo v roce 2014 oproti roku 2008<br \/>\nk jej\u00edmu sn\u00ed\u017een\u00ed o 0,5 p.b., na 14,8 %, tedy cca na 1 532 tis. osob.
