Pomohla snad hospoda\u0159en\u00ed s bytov\u00fdm fondem m\u011bsta, pr\u00e1zdn\u00fdm dom\u016fm a padaj\u00edc\u00edm most\u016fm?<\/p>\n<p><strong>Bydlen\u00ed nen\u00ed t\u00e9ma?<\/strong><\/p>\n<p>Bydlen\u00ed nen\u00ed t\u00e9ma Metropolitn\u00edho pl\u00e1nu. Nen\u00ed t\u00e9ma pro vl\u00e1dnouc\u00ed koalice zastupitel\u016f, kte\u0159\u00ed delegovali rozvoj m\u011bsta architekt\u016fm a technik\u016fm p\u0159\u00edsp\u011bvkov\u00e9 organizace Institutu pl\u00e1nov\u00e1n\u00ed a rozvoje, Jeho zalo\u017een\u00ed radn\u00edm a pozd\u011bji prim\u00e1torem Hude\u010dkem je c\u00edlen\u00fd politick\u00fd akt. IPRa Metropolitn\u00ed pl\u00e1n postavili rozvoj m\u011bsta na legalizaci praxe svobodn\u00e9ho vyt\u011b\u017eov\u00e1n\u00ed \u00fazem\u00ed. Revolu\u010dn\u00ed kartografie Metropolitn\u00edho pl\u00e1nu \u0159e\u0161\u00ed objemy mo\u017en\u00e9 v\u00fdstavby Prahy. Magistr\u00e1t ale nem\u00e1 pl\u00e1n jak zajistit funkce pot\u0159ebn\u00e9 pro \u017eivot obyvatel. P\u0159enech\u00e1v\u00e1 je neviditeln\u00e9 ruce trhu, kter\u00e1 je ale v\u00a0rozvoji m\u011bsta ideologickou fikc\u00ed, stejn\u011b jako p\u0159edstava o urbanizmu jako autorsk\u00e9m d\u00edle jednoho architekta.<\/p>\n<p>Probl\u00e9my asoci\u00e1ln\u00edho p\u0159\u00edstupu k\u00a0bydlen\u00ed ukazuj\u00ed na chybnou koncepci rozvoje m\u011bsta.<\/p>\n<p><strong>Bydlen\u00ed v\u00a0Praze se stalo luxusn\u00edm zbo\u017e\u00edm.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Kde je j\u00e1dro pudla<\/strong><\/p>\n<p>Ceny nemovitost\u00ed nerostou proto, \u017ee se m\u00e1lo stav\u00ed. Je to trend souvisej\u00edc\u00ed s\u00a0r\u016fstem z\u00e1jmu o prosperuj\u00edc\u00ed m\u011bsto, bezpe\u010dn\u00e9 prost\u0159ed\u00ed a jedine\u010dnou kr\u00e1su Prahy. Ocenit ji um\u00ed bohat\u00ed, cizinci i \u010ce\u0161i, a tak stav\u00ed \u201einvesti\u010dn\u00ed byty\u201c tak, aby zisk z\u00a0prodeje byl co nejvy\u0161\u0161\u00ed. Za\u00a0\u010dtvrt stolet\u00ed se z\u00a0bydlen\u00ed stal ost\u0159e vyhrocen\u00fd probl\u00e9m. Developer\u016fm jde o to udr\u017eet mar\u017ee profitu, na kter\u00e9 si zvykli v\u00a0minul\u00fdch desetilet\u00edch, kdy\u017e stav\u011bli levn\u011b na pozemc\u00edch, kter\u00e9 z\u00edskali tzv. \u201eza hubi\u010dku\u201c. Mar\u017ee profitu jsou v\u00a0Praze st\u00e1le daleko vy\u0161\u0161\u00ed ne\u017e v\u00a0Berl\u00edn\u011b nebo Mnichov\u011b. Pra\u017esk\u00e1 reprezentace, m\u00edsto regulace v\u00fdstavby, tla\u010d\u00ed probl\u00e9m p\u0159ed sebou, a chce ho uhladit v\u00e1lcem deregulovan\u00e9ho korpor\u00e1tn\u00edho podnik\u00e1n\u00ed. Dnes i ten tis\u00edc\u00ed byt bude obratem prod\u00e1n. Zhruba \u010dtvrtina nov\u00fdch byt\u016f je nakoupena ne za \u00fa\u010delem bydlen\u00ed, ale jako investice, \u010dasto zahrani\u010dn\u00edch investor\u016f, tendence je vzestupn\u00e1. Viz reklamy na prodej investi\u010dn\u00edch byt\u016f (vhodn\u00fdch k pron\u00e1jmu) Central Group.<\/p>\n<p>Mlad\u00e1 generace a nov\u00ed obyvatel\u00e9 Prahy nemaj\u00ed \u0161anci se p\u0159i dne\u0161n\u00ed hladin\u011b p\u0159\u00edjm\u016f ke koupi bytu dopracovat. P\u0159\u00edle\u017eitost dostupn\u00e9ho bydlen\u00ed pro n\u011b v\u00a0tomto druhu v\u00fdstavby v\u00a0Praze nebude. N\u00e1jem v\u00a0Praze se stal luxusn\u00edm zbo\u017e\u00edm.<\/p>\n<p>Pro koho by m\u011bl b\u00fdt pl\u00e1novan\u00fd n\u00e1r\u016fst obyvatel Prahy o 600 tis\u00edc? Nen\u00ed c\u00edlen na obyvatele, ale m\u00e1 developer\u016fm zajistit v\u00fdstavbu a n\u00e1sledn\u011b profit z prodeje odpov\u00eddaj\u00edc\u00edho po\u010dtu byt\u016f.<\/p>\n<p>P\u0159\u00edsp\u011bvkov\u00e1 organizace magistr\u00e1tu &#8211; Institut pl\u00e1nov\u00e1n\u00ed a rozvoje Prahy po\u010d\u00edt\u00e1 s\u00a0v\u00fdstavbou pro 600\u00a0000 obyvatel. Od reprezentanta IPR a od prim\u00e1tora Hude\u010dka jsme sly\u0161eli, \u017ee se do vnit\u0159n\u00ed Prahy, obkl\u00ed\u010den\u00e9 \u010dervenou \u010d\u00e1rou, za kterou jsou pozemky na kter\u00fdch se nebude stav\u011bt, vejde jedno cel\u00e9 Brno, kter\u00e9 m\u00e1 t\u011bch 600t. obyvatel. V\u00a0tom druh\u00e9m P(b)rn\u011b nahu\u0161t\u011bn\u00e9m do vnit\u0159n\u00ed Prahy budou chyb\u011bt: \u0160pilberk, v\u00fdstavi\u0161t\u011b, divadla, \u00a0hotely nebo Svratka, Vysok\u00e9 \u0161koly a co Palack\u00e9ho vrch 340mnm. Pet\u0159\u00edn, Vltava a Hrad\u010dany, a pra\u017esk\u00e1 vybavenost a infrastruktura tedy z\u0159ejm\u011b posta\u010d\u00ed i pro par\u00e1dn\u00ed druh\u00e9 Prno v\u00a0Praze. Podle IPR Praha u\u017e m\u00e1 pro Prno jak m\u00edsto, tak i infrastrukturu\u2026. Ale opravdu? A kde?<\/p>\n<p>Takov\u00e9 zahu\u0161t\u011bn\u00ed z\u00e1stavby ve m\u011bst\u011b zp\u016fsob\u00ed bezpochyby probl\u00e9my kvalit\u011b \u017eivotn\u00edho prost\u0159ed\u00ed. N\u00e1jemn\u00edci se naopak z\u00a0Prahy kv\u016fli vysok\u00fdm n\u00e1jm\u016fm st\u011bhuj\u00ed, stejn\u011b jako mnoho majitel\u016f byt\u016f, kte\u0159\u00ed byty nab\u00edz\u00ed se slu\u0161n\u00fdm v\u00fdd\u011blkem p\u0159es Airbnb. S\u00a0emigranty nepo\u010d\u00edt\u00e1me. Po\u010d\u00edt\u00e1 IPR snad s\u00a0p\u0159\u00edlivem z\u00a0venkova? Tady se ale trend zastavil a obr\u00e1til. Mnoho t\u011bch, kdo vlastn\u00ed chaty a chalupy nech\u00e1vaj\u00ed sv\u00e9 pra\u017esk\u00e9 byty d\u011btem a sami se st\u011bhuj\u00ed na venkov.<\/p>\n<p>Je n\u011b\u010d\u00edm opravdu podlo\u017eena progn\u00f3za IPR o p\u0159\u00edlivu v\u00edce ne\u017e p\u016fl milionu nov\u00fdch obyvatel? Nebo \u201eInstitut pl\u00e1nov\u00e1n\u00ed a rozvoje\u201c Prahy, hraje jen svou partii s developersk\u00fdmi z\u00e1m\u011bry?<\/p>\n<p><strong>Jak jsme na tom?<\/strong><\/p>\n<p>Nepr\u016fhledn\u00e1 a problematick\u00e1 byla hra s\u00a0rozd\u00e1v\u00e1n\u00edm a privatizac\u00ed st\u00e1tn\u00edch a m\u011bstsk\u00fdch pozemk\u016f. Zcela jinak ne\u017e za tr\u017en\u00ed ceny se v divok\u00fdch devades\u00e1t\u00fdch letech byty p\u0159ev\u00e1d\u011bly nestandardn\u00ed cestou jako investi\u010dn\u00ed kapit\u00e1l a ne jako rozvojov\u00fd potenci\u00e1l. Tyto byty dnes proto chyb\u00ed pro projekty dostupn\u00e9ho bydlen\u00ed.<\/p>\n<p>Zat\u00edmco na bohat\u00e9m evropsk\u00e9m \u201eZ\u00e1pad\u011b\u201c bydl\u00ed ve m\u011bstech 50-70% obyvatel v\u00a0n\u00e1jmu, v\u00a0Praze privatizace bytov\u00e9ho fondu vytvo\u0159ila skupinu obyvatel, kte\u0159\u00ed k\u00a0bydlen\u00ed p\u0159i\u0161li splacen\u00edm minim\u00e1ln\u00ed ceny st\u00e1tn\u00edho bytu, \u010dastokr\u00e1t za zlomek skute\u010dn\u00e9 hodnoty a tr\u017en\u00ed ceny. Restituce pomohly vytvo\u0159it majetnou konzervativn\u00ed st\u0159edn\u00ed t\u0159\u00eddu. Toto jsou v \u00fahrnu pozitiva, ale z\u00e1rove\u0148 i brzdy dlouhodob\u00e9 prosperity, kter\u00e1 pot\u0159ebuje aktivn\u00ed liber\u00e1ln\u00ed prost\u0159ed\u00ed nov\u00fdch p\u0159\u00edle\u017eitost\u00ed, pro v\u0161echny.<\/p>\n<p>Sv\u011btov\u011b unik\u00e1tn\u00ed je bohatstv\u00ed \u010cech\u016f, kter\u00e9 p\u0159edstavuj\u00ed jejich chalupy a chaty jako v\u00edkendov\u00fd a pr\u00e1zdninov\u00fd domicil. Stejn\u011b jako za totality, jde o to p\u0159e\u010dkat t\u00fdden v\u00a0smogem nebo horkem posti\u017een\u00e9 Praze. O v\u00edkendu usly\u0161\u00edte ve Stromovce ciz\u00ed jazyky, hlavn\u011b ru\u0161tinu nebo Sloven\u0161tinu a potk\u00e1te \u010desk\u00e9 turisty a studenty. Ti chaty a chalupy nevlastn\u00ed.<\/p>\n<p>Majitel\u00e9 byt\u016f dnes dost\u00e1vaj\u00ed p\u0159\u00edle\u017eitost upravit sv\u00e9 vnitrobloky, a tak jim m\u016f\u017ee b\u00fdt \u0161pinav\u00e1 parkovac\u00ed ulice p\u0159ed domem ukraden\u00e1, tak jako cel\u00e1 Praha. P\u0159evl\u00e1daj\u00edc\u00ed politick\u00fd postoj je konzervativn\u00ed a zp\u016fsobuje obecnou neschopnost vz\u00edt kritickou situaci na v\u011bdom\u00ed. Nepravdiv\u00e1 mantra developer\u016f podporovan\u00e1 medi\u00e1ln\u00ed kampan\u00ed o tom, \u017ee se m\u00e1lo stav\u00ed, m\u00e1 i souhlas v\u011bt\u0161iny t\u011bch, kdo bydl\u00ed.
