Gebert: Kdo up\u00edr\u00e1 obyvatel\u016fm pr\u00e1vo na m\u011bsto?<\/a><\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Ideologie privatizmu v\u00a0rukou kartelu developer\u016f<\/strong><\/p>\n<p>Nekontrolovan\u00e1 ekonomick\u00e1 exploatace pozemk\u016f zm\u011bnila fungov\u00e1n\u00ed m\u011bstsk\u00e9ho spole\u010denstv\u00ed. C\u00edlen\u00ed na prosperitu, p\u0159\u00edliv kapit\u00e1lu, podporu privatizmu je tu m\u00edsto toho, aby byl kladen d\u016fraz na obyvatele a rozvoj obecn\u00edho bytov\u00e9ho fondu a m\u011bstsk\u00e9 infastruktury. <strong>O funguj\u00edc\u00edm tr\u017en\u00edm prost\u0159ed\u00ed na trhu nemovitost\u00ed a byt\u016f nelze mluvit. Je deformov\u00e1no ji\u017e sv\u00fdm vznikem. Cel\u00e1 koncepce rozvoje m\u011bsta je produkt doby, kdy se politika stala slu\u017ekou ideje privatizmu, kter\u00e1 se nov\u011b prosazuje liberalizac\u00ed stavebn\u00edho z\u00e1kona, pra\u017esk\u00fdch stavebn\u00edch p\u0159edpis\u016f a deregulovan\u00fdm Metropolitn\u00edm pl\u00e1nem.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Kudy kam?<\/strong><\/p>\n<p>Bez diverzifikace produkce a nab\u00eddky bydlen\u00ed zmiz\u00ed z\u00a0nab\u00eddky tis\u00edce byt\u016f b\u011bhem m\u011bs\u00edce. Spekulanti se na\u017eerou a ceny bydlen\u00ed budou d\u00e1le r\u016fst. Samospr\u00e1vy ne\u010din\u00ed \u017e\u00e1dn\u00e9 kroky jak h\u00e1jit ve\u0159ejn\u00fd z\u00e1jem, nato\u017e aby se mohly st\u00e1t \u201cst\u00e1tn\u00edm\u201c developerem. V\u00a0Praze jsou lukrativn\u00ed pozemky ji\u017e levn\u011b a \u010dasto problematicky rozd\u00e1ny, mo\u017enost zp\u011btn\u00e9ho vykoupen\u00ed p\u0159i rozd\u00edlu cen je minim\u00e1ln\u00ed.<\/p>\n<p>Funk\u010dn\u00ed m\u011bsto nevy\u0159e\u0161\u00ed privatizmus a mana\u017eersk\u00e9 \u0159\u00edzen\u00ed (my to za\u0159\u00edd\u00edme), ale produktivn\u00ed soci\u00e1ln\u00ed pov\u011bdom\u00ed. Tady stoj\u00ed na jedn\u00e9 stran\u011b zku\u0161enost komunistick\u00e9 kr\u00e1de\u017ee majetku pod tzv. celospole\u010densk\u00fdm z\u00e1jmem a pot\u0159eba nezpochybnitelnosti vlastnictv\u00ed majetku jako stabilizuj\u00edc\u00ed konzervativn\u00ed element. Je tak mo\u017eno p\u0159ehl\u00e9dnout skute\u010dnost, \u017ee trh maj\u00ed rozd\u011blen\u00fd velk\u00e9 stavebn\u00ed korporace. \u0160ance pro soukrom\u00e9 stavebn\u00edky civiln\u00ed velikosti bez politick\u00e9 vazby v\u00a0st\u00e1tn\u00ed spr\u00e1v\u011b jsou minim\u00e1ln\u00ed. To je podobn\u00e9 st\u00e1tn\u00edmu stavebn\u00edmu monopolu p\u0159edlistopadov\u00e9 totality a je to z\u00e1sadn\u00ed rozd\u00edl oproti rozvoji m\u011bsta v dob\u011b 1. republiky a v\u00a0z\u00e1padn\u00ed Evrop\u011b.<\/p>\n<p><strong>V\u00edme, jak na to<\/strong><\/p>\n<p>Chceme spole\u010densk\u00fd dialog o probl\u00e9mech m\u011bsta, o aktivn\u00ed regulaci v\u00fdstavby a tedy i o bydlen\u00ed. Dialog, kter\u00fd povedou ob\u010dan\u00e9 se zastupiteli.<\/p>\n<p>Metropolitn\u00ed pl\u00e1n neur\u010duje vyu\u017eit\u00ed pozemk\u016f. Revolu\u010dn\u00ed rozd\u011blen\u00ed m\u011bsta na lokality d\u00e1v\u00e1 prvn\u00edmu stavebn\u00edkovi volnou ruku a tak se m\u016f\u017ee st\u00e1t, \u017ee pro slu\u017eby a soci\u00e1ln\u00ed projekty nezbude u\u017e vhodn\u00e9 m\u00edsto.<\/p>\n<p>Magistr\u00e1t a m\u011bstsk\u00e9 \u010d\u00e1sti mus\u00ed zmapovat re\u00e1ln\u00e9 pot\u0159eby skupin ohro\u017een\u00fdch n\u00e1r\u016fstem cen bydlen\u00ed. Odhadnout mno\u017estv\u00ed z\u00e1jemc\u016f o n\u00e1jemn\u00ed bydlen\u00ed. Seniorsk\u00e9 bydlen\u00ed bez st\u011bhov\u00e1n\u00ed do okrajov\u00fdch lokalit je nap\u0159. v\u00a0N\u011bmecku samoz\u0159ejmost, kterou m\u011bsto prosazuje. M\u011bstu mus\u00ed z\u00e1le\u017eet na soci\u00e1ln\u00ed a v\u011bkov\u00e9 struktu\u0159e populace a na soci\u00e1ln\u00ed soudr\u017enosti t\u011bchto skupin.<\/p>\n<p>M\u011bstsk\u00e9 \u010d\u00e1sti maj\u00ed st\u00e1le v\u00a0majetku pozemky, i \u010d\u00e1st brownfield\u016f je v\u00a0majetku st\u00e1tn\u00edch firem. Tyto pozemky by m\u011bly b\u00fdt poskytnuty pro \u0159e\u0161en\u00ed bytov\u00e9 ot\u00e1zky. V\u00edme, \u017ee m\u011bsto a m\u011bstsk\u00e9 \u010d\u00e1sti prod\u00e1vaj\u00ed nebo leasuj\u00ed developer\u016fm pozemky hluboko pod tabulkovou cenou. Stejn\u011b postupovat k\u00a0dru\u017estv\u016fm a soukrom\u00fdm stavebn\u00edk\u016fm dostupn\u00e9ho bydlen\u00ed, by bylo tot\u00e9\u017e, ov\u0161em bez podez\u0159en\u00ed ze\u00a0z\u00e1kulisn\u00edch z\u00e1jm\u016f.<\/p>\n<p>Jen s touto podporou m\u011bsta je mo\u017eno obnovit dru\u017estevn\u00ed bydlen\u00ed, kter\u00e9 dovol\u00ed z\u00edskat n\u00e1rok na bydlen\u00ed a pozd\u011bji i vlastnictv\u00ed a vyhnout se hypot\u00e9k\u00e1m a vysok\u00e9 vstupn\u00ed investici.<\/p>\n<p>Spole\u010dnosti kontrolovan\u00e9 m\u011bstem a spravuj\u00edc\u00ed majetek m\u011bsta se mohou st\u00e1t investory bytov\u00fdch projekt\u016f a seniorsk\u00fdch dom\u016f, nebo se na public\/private projektech pod\u00edlet a ur\u010dovat podm\u00ednky vyu\u017eit\u00ed.<\/p>\n<p>Magistr\u00e1t a m\u011bstsk\u00e9 \u010d\u00e1sti maj\u00ed prost\u0159edky a postupy na zm\u011bny \u00fazemn\u00edho pl\u00e1nu. Mus\u00ed naj\u00edt formu jak p\u0159edepisovat vyu\u017eit\u00ed ve stavebn\u00edch z\u00e1m\u011brech, nebo dohodnut pod\u00edly tzv. soci\u00e1ln\u00edho bydlen\u00ed v\u00a0developersk\u00fdch projektech.<\/p>\n<p>M\u00e1me mnoho p\u0159\u00edklad\u016f z\u00a0Evropy, m\u00e1me je \u010dasto nastudovan\u00e9, ale nikde aplikovan\u00e9.<\/p>\n<p>Ke zm\u011bn\u011b mus\u00ed m\u00edt ve\u0159ejnost informace, a pak bude i v\u016fle na jejich z\u00e1klad\u011b jednat.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0Domovy pro seniory <\/strong><\/p>\n<p>Technicko-hospod\u00e1\u0159sk\u00e9 ukazatele a pozd\u011bji sm\u011brnice k\u00a0existuj\u00edc\u00edmu \u00fazemn\u00edmu pl\u00e1nu \u00a0ur\u010dovaly soci\u00e1ln\u00ed vybavenost nov\u00e9 v\u00fdstavby. P\u0159esto\u017ee byly pod standardem dne\u0161n\u00edch n\u00e1rok\u016f, nem\u00e1me dnes \u017e\u00e1dn\u00e9 z\u00e1vazn\u00e9 p\u0159edpisy pro vybavenost, jako jsou domovy senior\u016f, \u0161koly, zdravotnick\u00e1 za\u0159\u00edzen\u00ed atd. Je na m\u00edst\u011b, aby se v\u011bci \u0159e\u0161ily lok\u00e1ln\u011b, ale praxe je ur\u010den\u00e1 ideologi\u00ed neviditeln\u00e9 ruky (politiky na) trhu. Ukazuje se i tendence domovy d\u016fchodc\u016f prodat a upravit na jednotky vlastn\u00edk\u016f. Trval\u00fd majetkov\u00fd z\u00e1vazek je syst\u00e9m pro seniory nevhodn\u00fd. Jde pak o vklad hotovosti, hypot\u00e9ky nepadaj\u00ed v\u00a0\u00favahu, je to asoci\u00e1ln\u00ed projekt. Pozemky jsou p\u0159ednostn\u011b prod\u00e1v\u00e1ny pro developersk\u00fd trh s\u00a0byty a kancel\u00e1\u0159emi, bez reflexe skute\u010dn\u00fdch pot\u0159eb pra\u017esk\u00e9 populace.<\/p>\n<p>Vzorem by mohly b\u00fdt, v\u00a0bohat\u00e9 Praze, modely provozovan\u00e9 neziskovkami, jako nap\u0159. funguj\u00ed domovy Arm\u00e1dy sp\u00e1sy, nebo spolk\u016f a podnik\u016f, funguj\u00edc\u00edch ze soukrom\u00fdch nadac\u00ed a odkaz\u016f majetku na z\u00e1pad\u011b.<\/p>\n<p>To ukazuje na probl\u00e9my komun\u00e1ln\u00ed podpory v\u00fdstavby, podpory provozu za\u0159\u00edzen\u00ed a bydlen\u00ed a na chyb\u011bj\u00edc\u00ed standardy v\u00fdstavby.<\/p>\n<p>P\u0159ed cca \u0161esti lety byla pot\u0159eba asi 6000 m\u00edst v\u00a0seniorsk\u00fdch za\u0159\u00edzen\u00edch.
