Byl p\u0159ipraven v obdob\u00ed prosperity a tr\u017en\u00ed realitn\u00ed sout\u011b\u017ee a je \u0161it\u00fd na m\u00edru velk\u00fdm m\u011bst\u016fm k&nbsp;podpo\u0159e developersk\u00e9ho vyu\u017eit\u00ed \u00fazem\u00ed. Je u\u0161it\u00fd speci\u00e1ln\u011b pro centr\u00e1ln\u00ed Prahu, kde ji\u017e chyb\u00ed voln\u00e9 pozemky k uspokojen\u00ed superlukrativn\u00edho developersk\u00e9ho podnik\u00e1n\u00ed v kategorii nejdra\u017e\u0161\u00edch sv\u011btov\u00fdch m\u011bst. Z\u00e1kon, kter\u00fd ohro\u017euje historick\u00e9 d\u011bdictv\u00ed a sv\u011btovou zna\u010dku jedine\u010dn\u00fdch m\u011bst, se st\u00e1v\u00e1 <strong>v&nbsp;koronakrizi programem soci\u00e1ln\u00ed destrukce<\/strong>.<strong> N\u00e1sledkem pandemick\u00e9 krize je v parlamentu projedn\u00e1van\u00e1 novela z\u00e1kona nesou\u010dasn\u00e1, zastaral\u00e1 a disfunk\u010dn\u00ed.<\/strong><\/p>\n\n\n\n<p><strong>PR vize stavebn\u00ed lobby<\/strong><br>Tvrzen\u00ed developer\u016f, \u017ee se m\u00e1lo stav\u00ed, kdy\u017e se p\u0159ece stav\u011bt mus\u00ed, je spolu s&nbsp;tvrzen\u00edm o tom, \u017ee ob\u010dan\u00e9 a spolky br\u00e1n\u00ed rychl\u00e9mu vy\u0159izov\u00e1n\u00ed stavebn\u00edch povolen\u00ed, jsou stokr\u00e1t opakovan\u00e1 le\u017e, kterou bohu\u017eel ve\u0159ejnost u\u017e spolkla \u201ei s&nbsp;navij\u00e1kem\u201c. Lze dolo\u017eit po\u010dty prodan\u00fdch byt\u016f s r\u016fstem jejich cen. Aktu\u00e1ln\u00ed realitn\u00ed bublina dokl\u00e1d\u00e1, \u017ee nen\u00ed nep\u0159\u00edm\u00e9 \u00fam\u011bry mezi po\u010dty a cenou byt\u016f. Prahy,. z\u0159\u00edzen\u00fd b\u00fdval\u00fdm prim\u00e1torem Hude\u010dkem, prosazuje developersk\u00e9 recepty, kter\u00e9 nejsou realizovateln\u00e9 bez nov\u00e9ho pr\u00e1vn\u00edho r\u00e1mce, jen\u017e prosad\u00ed uvoln\u011bn\u00ed pravidel a regulativ. Podle Tv\u016frce Metropolitn\u00edho pl\u00e1nu R. Cesta z&nbsp;pandemick\u00e9 krize nevede p\u0159es \u201ehladovou ze\u010f\u201c um\u011bl\u00e9ho stavebn\u00edho boomu.<\/strong><\/li>\n<li><strong data-rich-text-format-boundary=\"true\">Pr\u016fchodnost projekt\u016f nevy\u0159e\u0161\u00ed nov\u00fd stavebn\u00ed z\u00e1kon, ale funguj\u00edc\u00ed st\u00e1tn\u00ed spr\u00e1va zbaven\u00e1 korup\u010dn\u00edch praktik a jejich nositel\u016f. <\/strong><strong data-rich-text-format-boundary=\"true\">S mechanismy transparentn\u00edho rozhodov\u00e1n\u00ed a ve\u0159ejn\u00e9 kontroly, mus\u00ed regulace stavebn\u00edho rozvoje dan\u00e1 z\u00e1konem, postavit z\u00e1jem ve\u0159ejn\u00fd nad z\u00e1jem partikul\u00e1rn\u00ed \u2013 soukrom\u00fd.<\/strong><\/li>\n<\/ul>\n\n\n<p>Redukci \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed mus\u00ed nahradit jeho prohlouben\u00ed. \u0158e\u0161en\u00ed obecn\u00edho rozvoje mus\u00ed b\u00fdt v&nbsp;kompetenci obc\u00ed s&nbsp;jejich re\u00e1ln\u00fdm a \u00fasporn\u00fdm pohledem na mikroklima podnik\u00e1n\u00ed a pot\u0159eb obyvatel a ochrany historick\u00e9ho d\u011bdictv\u00ed.<\/p>\n\n\n\n<p>Jak \u010delit nastupuj\u00edc\u00ed soci\u00e1ln\u00ed roztr\u017ece? Vyr\u016fst mus\u00ed m\u00edsta venkovn\u00edho sportu pro v\u0161echny v\u011bkov\u00e9 kategorie. Individu\u00e1ln\u00ed pohyb mus\u00ed nab\u00eddnout samostatn\u00e9 trasy cyklostezek i elektrokol a d\u00e1t \u0161anci pro r\u016fzn\u00e9 kolob\u011b\u017eky a segwaye, kter\u00e9 uleh\u010d\u00ed dopravu i uhl\u00edkovou bilanci. Sd\u00edlen\u00ed je modern\u00ed alternativa k&nbsp;automobilismu v&nbsp;centrech a k hromadn\u00e9 doprav\u011b.. Nov\u00e9 parky mus\u00ed vznikat, a ne je ob\u011btovat z\u00e1stavb\u011b. Voln\u00e9 plochy mus\u00ed z\u016fstat a brownfieldy se mus\u00ed m\u011bnit v zelenou rezervu.<\/p>\n\n\n\n<p>Z\u00e1kon u\u0161it\u00fd pro standardn\u00ed hur\u00e1 v\u00fdstavbu po\u0161kod\u00ed pr\u00e1vn\u00ed stabilitu cel\u00e9 republiky. <strong>Proto m\u00edsto \u00faprav a dodatk\u016f je odm\u00edtnut\u00ed cel\u00e9ho nov\u00e9ho stavebn\u00edho z\u00e1kona ve\u0159ejn\u00fdm z\u00e1jmem<\/strong><\/p>\n\n\n\n<p>Ing. arch.
