P\u0159edseda sn\u011bmovny na n\u00e1vrh vl\u00e1dy vyhl\u00e1sil pro projedn\u00e1v\u00e1n\u00ed stav legislativn\u00ed nouze, tak\u017ee z\u00e1kon bude projedn\u00e1v\u00e1n ve zkr\u00e1cen\u00e9m jedn\u00e1n\u00ed bez prvn\u00edho \u010dten\u00ed. <br>Zm\u011bny se t\u00fdkaj\u00ed \u00a7 47 a \u00a7 79 a vymezuj\u00ed mo\u017enosti fyzick\u00fdch osob, kter\u00e9 covid-19 prod\u011blaly, byly proti n\u011bmu o\u010dkov\u00e1ny nebo byly na n\u011bj vy\u0161et\u0159eny, jak tuto skute\u010dnost prok\u00e1zat<\/p>\n\n\n<p><!--more--><\/p>\n\n\n<p>V&nbsp;d\u016fvodov\u00e9 zpr\u00e1v\u011b se mj. uv\u00e1d\u00ed:<\/p>\n\n\n\n<ul><li>&#8230; je t\u0159eba doplnit rozsah \u00fadaj\u016f, kter\u00e9 org\u00e1ny ochrany ve\u0159ejn\u00e9ho zdrav\u00ed mohou p\u0159i pln\u011bn\u00ed \u00fakol\u016f v oblasti prevence vzniku a \u0161\u00ed\u0159en\u00ed infek\u010dn\u00edch onemocn\u011bn\u00ed vyu\u017e\u00edvat ze z\u00e1kladn\u00edch registr\u016f a agendov\u00fdch informa\u010dn\u00edch syst\u00e9m\u016f, jinak by nebylo mo\u017en\u00e9 zaru\u010dit spr\u00e1vnost certifik\u00e1t\u016f, zejm\u00e9na z hlediska ztoto\u017en\u011bn\u00ed osob.<\/li><li>N\u00e1vrh z\u00e1kona mimo jin\u00e9 reaguje i na \u201eNa\u0159\u00edzen\u00ed o certifik\u00e1tech o o\u010dkov\u00e1n\u00ed, testov\u00e1n\u00ed a uzdraven\u00ed\u201c p\u0159ipravovan\u00e9 EU. Podle tohoto n\u00e1vrhu by pro zaji\u0161t\u011bn\u00ed svobody voln\u011b se pohybovat a pob\u00fdvat na \u00fazem\u00ed \u010dlensk\u00fdch st\u00e1t\u016f m\u011bl b\u00fdt vytvo\u0159en spole\u010dn\u00fd r\u00e1mec pro vyd\u00e1v\u00e1n\u00ed, ov\u011b\u0159ov\u00e1n\u00ed a p\u0159ij\u00edm\u00e1n\u00ed interoperabiln\u00edch certifik\u00e1t\u016f o o\u010dkov\u00e1n\u00ed, testov\u00e1n\u00ed a prod\u011bl\u00e1n\u00ed covid-19, nazvan\u00fd \u201eDigit\u00e1ln\u00ed zelen\u00fd certifik\u00e1t \u2013 Digital Green Certificate.\u201c<\/li><li>Je kladen d\u016fraz na to, aby digit\u00e1ln\u00ed cesta byla prim\u00e1rn\u00ed, aby \u201elistinn\u00e9\u201c agendy nech\u00e1vala pouze v pozici n\u00e1hradn\u00edch proces\u016f, kter\u00e9 jsou vyu\u017eiteln\u00e9 v p\u0159\u00edpad\u011b, kdy digit\u00e1ln\u00ed sv\u011bt nen\u00ed dostupn\u00fd.
